Electronic Medical Records

I've heard that Humana is willing to fund a good idea. How about this one - some hospitals have begun using electronic medical records for their patients. Why can't Humana pilot a program with a small hospital whereby they would provide electronic medical records to patients. Success could be shown through the following metrics - ease of implementation, wide-spread use of EMRs in the pilot hospital and convenience for consumers (as well as their understanding of the initiative).
